Simultaneous Enrollment in Two Study Programs

The Law of April 12, 2022, No. 33, and Ministerial Decree No. 930 of July 29, 2022, from the Minister of University and Research, have regulated the procedures to facilitate simultaneous enrollment of students in two different undergraduate, graduate, or master's degree programs, with the exception of medical specialization courses, even at multiple universities, schools, or higher education institutions with special regulations starting from the academic year 2022-2023.

At the moment, the legislation does not cover simultaneous enrollment in two nationally programmed university courses (e.g., Medicine and Surgery and Veterinary Medicine), and to facilitate double enrollment in courses of advanced artistic, musical, and dance training; further legislative interventions may be required to authorize double enrollment for such courses.

Specifically, the regulation allows students to enroll simultaneously in:

1. Two different undergraduate or graduate degree programs if they belong to different degree classes and if the two programs differ in at least two-thirds of the educational activities, obtaining two distinct degrees.
2. One undergraduate or graduate degree program and one master's program, doctoral program, or specialization program, excluding medical specialization programs.
3. One doctoral program or master's program and one medical specialization program. In the case of simultaneous enrollment in a doctoral program and a medical specialization program, concurrent attendance is governed by the autonomy regulations of individual universities.
4. One doctoral program or master's program and one non-medical specialization program.
5. Two regular programs at Schools or Higher Education Institutions with special regulations.

If one of the two study programs has mandatory attendance (excluding cases where mandatory attendance is only required for laboratory activities and internships), enrollment in a second study program without attendance requirements is allowed.

Forms

To proceed with the dual enrollment while waiting for an automated procedure to be implemented on ESSE3, interested students must complete the appropriate form and submit it to the indicated address. The application will be reviewed by the relevant academic offices, and if the necessary requirements are met, the additional enrollment will be formalized.
