Ordinary Financing Fund Increases: Over €9.4 Billion for Italian Universities in 2025

According to new decree on the 2025 Ordinary Financing Fund (FFO), the Italian university system will receive an additional €336 million compared to the previous year, bringing the total allocation to €9.4 billion. This increase will affect all universities, with variations ranging from 1% to 6%.

Between 2022 and 2025, the FFO has grown by a total of 8%, rising from €8.6 billion to the current €9.4 billion. The measure was developed in collaboration with the Conference of Italian University Rectors (CRUI), the National Agency for the Evaluation of the University and Research System (ANVUR), and the National Council of University Students (CNSU).

The CRUI highlighted the importance of increased “flexible resources,” which will allow universities greater autonomy in planning, especially in light of rising management and personnel costs.

The decree marks a further step in strengthening investments in higher education, research, and innovation—key pillars for the country's development.
