Professor Omar Chessa is the new Rector of the University of Sassari

LThe university community—comprising faculty, students, and technical, administrative, library, and language staff—has elected the new Rector for the 2026–2032 six-year term: Omar Chessa, Full Professor of Constitutional Law.

This was the outcome of the third and decisive vote held on September 28, which saw a turnout of 91.6%—representing 1,068 out of 1,166 eligible voters.

Vote breakdown:

Omar Chessa – 364 votes

Francesco Morandi – 312 votes

Blank ballots – 22

Today’s runoff vote follows two inconclusive rounds of voting held on September 21 and 23. There were originally four candidates (in addition to Omar Chessa and Francesco Morandi, Sergio Uzzau and Giorgio Pintore also ran).

The new Rector will lead the University of Sassari for the next six years and take office on December 8.

Like the previous one, this election for Rector was held entirely online.

Omar Chessa is a Full Professor of Constitutional Law at the Department of Law of the University of Sassari, where he teaches Constitutional Law and Constitutional Justice. He graduated in Law with honors (*cum laude*) in 1995 and obtained his PhD in Constitutional Justice and the Protection of Fundamental Rights from the University of Pisa in 2002. 
A Full Professor since 2006, he currently coordinates the University’s PhD program in Legal Sciences. He has also served as Pro-Rector for Legal Affairs, Regulatory Innovation, and Transparency, as well as Deputy Rector. He is a member of the Italian Association of Constitutionalists. His scholarly work, evidenced by numerous publications, focuses on constitutional theory, fundamental rights, constitutional justice, forms of government, sovereignty, regionalism, and the relationship between the constitutional order and the economy. 
His major publications include the following monographs: 
*Libertà fondamentali e teoria costituzionale* (2002), *Il Presidente della Repubblica parlamentare* (2010), *I giudici del diritto* (2014), *La costituzione della moneta* (2016), *Dentro il Leviatano* (2019), and *Costituzione materiale* (2026). 
He has participated in numerous conferences and research projects, contributing to the scholarly and institutional debate on key issues in public law.
